19 of the Russian's twenty-one victories have been won on hard surfaces
A revitalized Daniil Medvedev secured his maiden trophy for over two years with victory over opponent Moutet in the tournament championship match.
Medvedev, a ex- world number one, has had a torrid season, managing just one win at the Grand Slams and suffering a difficult moment at the US Open.
His inconsistency on the tennis tour - and struggles with his serve in especial - caused him dropping out of the world's top 10 and finally splitting with long-time coach Gilles Cervara.
Now training with Thomas Johansson and Goetzke, Medvedev has consistently progressed in the last few weeks - climaxing in a tightly fought competitive win over Frenchman Moutet.
This marks his maiden championship after the Rome competition and initial on a hard surface from that period of the previous year.
The win also means he has won twenty-one titles at twenty-one distinct competitions.
"It's the first time I have attended a competition with my both daughters simultaneously, so to secure a championship is really nice," stated tennis professional Daniil Medvedev.
"This championship is in honour of my second daughter my daughter, because the maiden victory I achieved when my older daughter Alisa was born was for her."
Medvedev, the 2021 US Open champion, had lost his last six finals, featuring in that event earlier this year.
His retrieving play style and frequent outbursts on the playing surface had led some to doubt if his skill to compete at the top level was finished.
Yet the player has implemented adjustments in the last few weeks, attempting to approach the net and compete aggressively, supported by an better serving game.
The champion fought back from a deficit in the opening set against the challenging Frenchman, taking four of the last five exchanges to go ahead.
The pair exchanged breaks in the following set before the Frenchman, attempting for his initial professional victory, seized the initiative to push for a decider.
He saved 4 initial opportunities in a tight third set before Medvedev broke to fifteen to secure the win.
Suitably, he clinched the win with a rally at the net, with Moutet incapable to handle a return after a lengthy match.
